a)    Identify two trends in the graph
b)   Explain how each of the following contributes to the difference between the federal and the state and local lines in the graph.

What is a progressive tax. What is a flat tax.

Answer the following questions:
Who should bear the burden of taxes? Should the rich pay not only more taxes, but also a higher rate of taxation/
Is it appropriate for a small percentage of Americans to receive most of the benefits from a policy?
Is  it healthy for American society that a small percentage of the people pay most of the income tax?
Should average people pay for their own Social Security and Medicare benefits, or should wealthier citizens subsidize them?
